Outline

The Assistant Treasurer will support the Bank Treasurer in management of the bank’s Treasury Administration department which includes Interest Rate Risk, the Investment Portfolio, Liquidity Risk, and Capital. This position’s principal focus will be on oversight, coordination, and continued refinement of Asset-Liability Management and Capital Stress Testing which will include management and mentoring of staff dedicated to these functions. The Assistant Treasurer will be a member of ALCO and various related committees critical to setting strategic direction in the areas of interest rate risk, liquidity, capital, and product profitability.

JOB DESCRIPTION

Tasks

  1. Asset/Liability Management (ALM)
    1. Oversee A/L process, responsible for maintaining financial models to appropriately model the behavioral characteristics of Bank products
    2. Develop and produce complex financial analyses on a broad range of ALM issues, including residential mortgages, non-maturity deposits, and investment portfolio
    3. Facilitate the development of an improved interest rate risk modeling infrastructure by identifying, implementing, and testing asset/liability management analytical methods and tools (e.g. stochastic simulations and econometric forecasts)
    4. Develop and maintain productive working relationships with Business Lines and Finance for all areas including net interest income forecasts, transfer pricing, and net interest margin budget
    5. Assist Bank Treasurer in the development of strategies and tactics to effectively manage various balance sheet risks including interest rate and liquidity risk, given a dynamic balance sheet and economic environment
  2. Capital Stress Testing (DFAST)
    1. Oversee continued refinement of the bank’s capital stress testing framework
    2. Oversee continued integration of capital stress testing into capital management practices
    3. Leverage econometric modeling capabilities to support corporate and business unit strategy and tactics
  3. Oversight of Product Pricing and Profitability
    1. Oversee loan and deposit pricing analysis, and serve on pricing committees
    2. Oversee the continued improvement of the bank’s internal Loan Pricing Model
    3. Consult with retail managers to assist them in pricing competitive loan and deposit structures
    4. Partner with Corporate Finance to perform analysis of existing business units to assess their current competitive position and develop strategies to further improve their position
    5. Provide ongoing support for the customer derivatives platform
    6. Improve profitability management bank-wide, considering factors such as credit, economic/regulatory capital, interest rates, and total relationship
  4. Oversight of Funds Transfer Pricing (FTP)
    1. Develop and/or refine FTP methodologies using analytical tools, historical data and other appropriate information in a manner consistent with market risk modeling while promoting the desired line of business behavior
    2. Collaborate with the Divisional CFO to enhance the analysis and interpretation of Funds Transfer Pricing results with a focus on the Transfer Pricing Center (Funding Center)
  5. Treasury Management and Development
    1. Play a crucial role in the development of Treasury Administration staff
    2. Assist with Treasury Administration’s effort to improve all aspects of its analyses, reporting and support to better achieve the bank’s strategic goals

QUALIFICATIONS

Needed Experience

  1. Comprehensive banking industry knowledge including loan underwriting criteria and balance sheet dynamics as well as management of capital, liquidity, interest rate risk, and fixed income securities
  2. Strong understanding of stress testing, credit risk, financial risk, operations risk and their processes
  3. Strong working knowledge of statistics including proficiency with SAS
  4. Strong data management skills including proficiency with SQL
  5. Proficiency with asset-liability management software
  6. Excellent quantitative, analytical and financial skills are essential
  7. Strong verbal and written communication skills
  8. Ability to communicate complex analytical issues in understandable terms appropriate for management interactions (regulators, vendors, executives, etc.)
  9. Strong project management skills
  10. High degree of proficiency with Microsoft Office applications including VBA
  11. Strong team leadership, coaching and development skills
  12. Graduate degree in Economics, Finance, Statistics, MIS Engineering or other technical discipline
  13. Minimum 10+ years’ experience in a bank Treasury department or banking regulatory agency with oversight of bank Treasury department functions
  14. Experience presenting complex analysis and results to executive management, board, and regulators
  15. Understanding in establishing and documenting corporate processes related to Treasury, Credit, Finance and/or Accounting
  16. Experience managing support staff
  17. CFA preferred

Education:
University - Bachelor's Degree/3-4 Year Degree
