We seek a leader with the ability to bring energy, create focus, build enthusiasm and engender cooperation on technically challenging programs to deliver advanced cyber capabilities to our sponsors.

The Offensive Cyber Operations (OCO) Business Lead will be a former techie turned program manager and business development leader responsible for conceiving, creating, capturing and executing highly innovative offensive cyber programs for our Special Programs Office customers.
This position requires the rare combination of outstanding technical talent along with exceptional interpersonal and organizational insight in order to spot emerging customer challenges; relate our capabilities to address these challenges; and develop, capture and run relevant programs.

The OCO Business Lead will:
 

• Cultivate personal credibility with sponsor organizations and establish thought leadership relationships with these groups;

• Develop business strategies, technology investment plans, IR&Ds, partnerships, and engineering resources to support and grow the OCO business;

• Lead high-caliber engineering teams to develop game changing offensive cyber concepts, resulting in a steady output of whitepapers and proposals;

• Use her/his technical background to identify and qualify potential technical breakthroughs that can lead to operational performance breakthroughs;

• Manage proposal efforts, including the development of capture strategies, work statements, schedules, budgets, and evaluation of inputs from the engineering staff;

• Manage program execution to meet technical, cost, and schedule objectives.


Required Qualifications:

The ideal candidate is an Engineer with a Bachelor’s or Master’s degree who has a long-term and deep hands-on technical background in offensive cyber who can brilliantly shape, capture, and ensure execution of high-technology, mission-critical programs starting from the research level and higher.
The candidate should have at least 10 years of technical work in cyber exploitation development, and ideally a track record for:

• Developing new tools and techniques used to compromise software / hardware / systems / networks;

• Having a deep understanding of multiple facets of vulnerability research (including vulnerability analysis, hardware and software reverse engineering, proof of concept creation, fieldable exploit development);

• Creation and analysis of low-level code (kernel, firmware, embedded);

• Participating or competing in hackathons or capture the flag style events.

• Existing relationships and credibility with OCO government sponsors


  • The candidate must have a history of shaping programs, capture experience and management of won programs with a clear track record of success.
    A strong understanding of the acquisition process with US Government S&T and operational organizations (e.g., IC elements, DARPA) is vital, and demonstrated capture of complex opportunities that include frequent customer interaction, problem definition, proposal generation, and partnering is required.
    The candidate must have a proven ability to innovate, be persuasive, have excellent presentation and communication skills, and be a strong relationship builder.

    Experience with IC sponsors, DARPA, and other OCO customers is required. The capacity to lead, influence and inspire others is essential.


    Security Requirement
    This position requires the candidate be a U.S. citizen and hold an active TS/SCI Security clearance.
